Will it drain the battery?
On most vehicles the OBD2 port is always-live — anything plugged in keeps drawing; disconnect for long parking, or use an ignition-switched power cable for the device.

Does it pass vehicle data?
No — this is a power adapter; it uses the port’s supply pins and does not read diagnostic data.
